You said something was moving, was it parisites? If so they may have come with it when you bought it.

Nothing was moving or visible on the tuna, but it was left in a powerless fridge for ten hours, so I was definitely freaked out.
Tuna eaten on the rare side is best to be frozen for a short period prior to cooking. Sushi has to be frozen first, it does kill some bacteria.
